By sending the Quad B MC a picture you are certifying that you are the subject, or have the right of use, of the aforementioned picture and waive any rights concerning said picture.

Basically this is just a CYA (Cover your a_ _!) so that if you become, let's say, the first female president, you can't sue us for having posted your picture! Who knows? It may even help you win the election! Now how's that for a membership perk?!
